A Warhammer 40K RPG would best be handled by which developer?

Good evening everyone.

As I walked my dogs last night I continued to play the 'What would I do if I had all the money I could ever want?' game. This game concluded in me, in my head, giving a verbal smackdown to THQ and buying the Warhammer 40K license so I could fund an RPG out of it. Possibly one where you play as someone who becomes an Inquisitor but I'm not too picky. But who would I give it to, I wondered?

And so it begins! Which developer would handle a Warhammer 40K RPG the best?

Off the top of my head:

Bioware - these folk would no doubt do the classic, 'Character wakes up, gets attacked, discovers innate talent for killing bad guys and wanders off to stop whatever evil is about to take over the universe' with a predictable but entertaining cast (One or two who would be romancable). It'd be good but, unfortunately, I am probably not the only one thinking that Bioware games are getting a little rushed and stale nowadays... but there's always-

Bethesda - do you want that Warhammer 40K RPG to be a big, rich open world to explore? I cannot think of any WH40K game which delves into the everyday Imperial citizen's world and life but, good God, be warned. It'll come riddled with bugs and you won't remember anyone's name even after you pump 80 hours of your life into the game. On the plus side, I doubt anyone will say, "I used to be an Inquisitor like you...".

Telltale Games - I recently played The Walking Dead Episodes 1 & 2 and I have to say that it was, indeed, different to my normal style of game. Refreshingly so, I am intrigued to see what happens to that series next. So much so that I wonder how they'd do with WH40K. It'd certainly make any kills you perform more noteworthy.

There are seemingly endless amounts of RPG developers (Obsidian, where art thou on the list?), and I won't write a description for them all, so you see my dilemma? Who would you give this license to so they could make the best darned WH40K RPG there could be?

I pondered naming the title 'Your RPG would best be handled by' and wording my text appropriately but, funnily enough, I thought more people would be drawn in by the words 'Warhammer 40K'. Forgive me.
